Rainbow Foundation India runs with state governments residential schools and care homes for former street girls and boys in many cities across India. Many of these children raised in our care are now growing into adulthood.

Rainbow Foundation India runs comprehensive care homes for former street girls and boys in many cities across India. The former street girls and boys live mostly in the campus of existing government schools. After a bridge course, they join the government (and occasionally private schools). The children are available to us 24x7 for most of the year.

ROLE:

The State Programme Manager will be overall responsible for the functioning of the Rainbow Homes program in the state. The position provides overall leadership in terms of Program quality, Advocacy, fundraising and partnership management within the state along with administration of the state office and leadership to the multi-disciplinary team. The SPMs’ primary task is ensuring the quality of the programme by working together with the City level Networks and NGOs and also to ensure safe childhood of vulnerable children. The SPM shall work with concerned Government Departments and statutory bodies like Education, Child and Social Welfare Departments, CWC, SSA, Municipal Corporation and like-minded Civil Society Organizations. Negotiating with the concerned Government agencies for the Expansion and establishment of new homes is also another task of State Programme Manager

The State Programme Manager is state-level head and face of Rainbow Homes Programme (RFI) in the state. We are looking for a passionate person who has experience in planning, implementing and monitoring Programs. We would like to have leaders in program management but with more comprehensive understanding and experience in child-related program with empathy and compassion.
Key responsibilities

·        Develop effective & collaborative partnerships with the Government state and local departments and implementing organizations at the state level

·        Facilitate development of strategic plan for the state program and corresponding Annual Program Plans & Budgets

·        Ensure quality of care in homes and efficient management of resources

·        Regular Capacity building and Monitoring of the implementing partners and Rainbow Homes to ensure quality program for the children

·        Ensure timely submission of reports and other required donor services as per the donor specific needs.

·        Advocacy & Network building at the state level with civil society organization & Governments and other stakeholders for expansion and consolidation of the program.

·        Identify local level opportunities for Fund Raising/Resource mobilisation and work together with National Office to actualize the Resource Mobilization plan. 

·        Leading the state team for inter-department collaboration for effective functioning of the state team

·        Identify training needs of state team & undertake capacity building program with support from National office as well as local resource persons.

·        Plan and support the visits of Donors/supporters and other stakeholders to Rainbow Homes. 

·        Responsible for state/home level HR functions e.g. provide support in recruitment, induction, capacity building, performance management and ensuring a cohesive team.

·        Ensuring implementation of RFI policies at the state level and adherence RFI values across the RFI staff in the state. 

·        Accountable to the judicious use of resources at the state level and to diverse stakeholders like Children, Guardians of the children, civil society, partner organizations, donors and government departments.

Qualification, experience and skills expected

Should be a Post Graduate in Social sciences or management from a reputed institute
Should at least 8 years of experience in the social development sector and 3 to 4 years of direct experience of program planning, implementation, Monitoring & Evaluation in children related programs
Should have 3 years of experience in the leadership role and people’s management
Sound understanding on Child Rights & Child Protection Issues including the issues of residential care and children on the streets
The familiarity of working with the Government systems & experiencing managing NGO partnerships/ programs
Ability to perform multiple tasks efficiently & managing emergency situations
High-quality writing and communication skills
Ability to work with diversified teams and be a good team player
Willingness to travel as per program needs.
Language proficiency in English and Hindi. Proficiency in Marathi will be an advantage.
Should have Knowledge of project proposal writing
Ability to develop a network with the resource agencies and resource mobilization at the state level


Salary: INR 65000/- to 70000/- Per month - negotiable based on the competencies and experience
